Actually, Windows reserves 20% of your internet speed for it,s own use e.g for updates and for sending error reports. You can use this speed by following these steps
>>>start
>>>run
In a run dialogue box
type gpedit.msc
on the left panel
select
>>> Local Computer Policy
>>> Computer Configuration
>>> Administrative Templates
>>> Network
>>> QoS packet scheduler
on the right panel
select limit reservable bandwdith.
in the limit reserve bandwidth properties window:
it shows Not Configured.(but the actual truth is in Explain tab)
click on Enabled
enter bandwidth limit(%) to be 0
click on Apply.
